    can we hope that union must take neceesary steps for the cadre reconstruction and upgradation of present system managers/system administrators to system assistants as there is a greate need of our deptt because deptt is utilising service of PAs as system managers/system administrators for the last 10years we now cannot say this is temporary arrangement.
